Ukraine and Estonia strengthen cooperation in the restoration of the maritime industry

An official Ukrainian delegation, led by Andrii Bratus, Deputy Minister for Development of Communities and Territories of Ukraine for Digital Development, paid a working visit to Estonia. First Deputy Head of the State Enterprise “Ukrainian Sea Ports Authority” (USPA), Yaroslav Mohylnyi, was part of the delegation.

The purpose of the visit was to strengthen cooperation between Ukraine and Estonia in the maritime sector, to exchange experience in the restoration of port infrastructure, and to study best practices in the digital transformation of the industry.

During the visit, the Ukrainian delegation visited leading enterprises and port infrastructure facilities, including the ports of Tallinn and Muuga. Meetings were held with representatives of the Estonian Maritime Cluster, the Estonian Ministry of Climate, and the Transport Administration.

Special attention was paid to the digitisation of port infrastructure. Ukrainian experts were introduced to Estonia’s experience in implementing digital solutions in port management, the automation of logistics processes, and business interaction. 

“The digital management model implemented by Estonia is an example of effective and transparent port infrastructure management. For Ukraine, which is rebuilding its maritime industry in the context of war, this experience is extremely valuable. We are interested in adapting best practices, particularly regarding electronic document management, the automation of services for business, and data exchange between ports and regulatory authorities,” said Yaroslav Mohylnyi, First Deputy Head of the USPA.

The plan to rebuild Ukraine’s maritime industry, developed in partnership with Estonia, was one of the key topics of discussion during the visit. A memorandum of understanding, signed earlier between the Estonian Ministry of Climate and Ukrainian government agencies, laid the foundation for further cooperation.

“Estonia is a reliable partner of Ukraine in the process of restoring the maritime industry. Joint work within the framework of this memorandum is important for the implementation of the Recovery Plan,” Andriy Bratus emphasised.

International maritime security was also a focus of the talks. Initiatives within the Joint Expeditionary Force (JEF) were discussed, including participation in the Nordic Warden project, which aims to combat illegal maritime fleet and to strengthen sanctions against russia.

Following the visit, the parties agreed to present the Plan for the Restoration of the Maritime Industry of Ukraine at the Ukraine Recovery Conference, to be held in Rome.Estonia continues to actively support Ukraine on its path to modernising port infrastructure and adapting to European standards. Such cooperation is an important factor not only for economic recovery but also for strengthening Ukraine’s maritime security.
