The State Enterprise “Ukrainian Sea Ports Authority” continues to implement a large-scale port infrastructure modernization program as part of the RELINC Project, implemented with financial support by the International Bank for Reconstruction and Development (IBRD). The initiative aims to acquire the specialized fleet for ports on the Danube River.
At this stage of the program, SE USPA has announced a tender for the procurement of a multifunctional vessel (oil recovery vessel) that will perform a range of essential functions to ensure the stable operation of ports. The vessel will be designed to collect oil products and waste from the water surface, serving as a key element of the environmental protection system within port water areas. In addition, it will be capable of operating as a tug-assist vessel for manoeuvring ships in narrow port water areas and participating in fire-fighting operations on vessels and port infrastructure.
Given the increasing load on port infrastructure and heightened risks in wartime conditions, the deployment of such a versatile vessel will enhance the environmental and operational resilience of ports, enabling rapid response to emergencies and ensuring continuity of port operations.
SE USPA continues to implement the RELINC project in a consistent and transparent manner, ensuring open procurement procedures in line with international standards. All tenders are conducted via the Prozorro electronic system, in compliance with World Bank standards and principles of transparency.

The RELINC Project – Repairing Essential Logistics Infrastructure and Network Connectivity– is being implemented by SE USPA in accordance with Grant Agreement No. TF0C4970 of the Ukraine Relief, Recovery, Reconstruction and Reform Trust Fund, concluded between Ukraine and the International Bank for Reconstruction and Development (acting as the fund’s administrator) on 12 June 2024.
