Ukrainian Seaports Fulfilled More Than 95% of Cargo Handling Targets in 2025 Despite Unprecedented Security Pressure

Ukrainian sea ports completed 2025 with results that confirm the resilience of the port sector and its ability to operate under wartime threats. Despite unprecedented security pressure, attacks on port infrastructure, and mass air raid alerts, annual cargo turnover targets were fulfilled by more than 95%.

Under the plan, cargo turnover at Ukraine’s sea ports for 2025 was set at 86.2 million tonnes. The actual result reached 82.2 million tonnes, or 95.36% of the plan, while the forecast cargo turnover indicator (81.769 million tonnes) was fulfilled at 100.5%.

Agricultural products remained the key foundation of cargo turnover in 2025, accounting for 44.2 million tonnes, or 53.7% of the total volume. Container traffic also showed significant growth: 215,748 TEU were handled during the year, compared with 129,902 TEU a year earlier.

Ukrainian products were exported to 55 countries worldwide.

A separate challenge in 2025 was posed by mass air raid alerts and strikes on port infrastructure. In Odesa Region alone, air raid alerts were announced more than 800 times, and the total duration of operational downtime exceeded one month —one full month lost from port operations.

Despite these circumstances, the port sector ensured the functioning of maritime logistics and export routes.
