USPA and NACP Strengthen Cooperation in Preventing Corruption

Oleksandr Semyrga, Head of the SE “Ukrainian Sea Ports Authority”, held a meeting with Serhii Hupiak, Deputy Head of the National Agency on Corruption Prevention. The parties discussed further steps to enhance anti-corruption mechanisms within USPA’s operations and the introduction of digital solutions that reduce corruption risks and improve transparency in the port sector.

“We are building a transparent ecosystem that minimises risks and prevents manipulation. Our approach focuses primarily on prevention rather than responding after violations occur. A key stage in this process will be introduction of an ERP system, which will digitise the enterprise’s operations and make processes more efficient and traceable. The launch of DocPort is another major step toward transparency — it streamlines logistics, saves time for shipowners, and reduces corruption risks. For us, anti-corruption tools are a practical mechanism for strengthening trust and improving the overall efficiency of the industry,” said Oleksandr Semyrga, Head of USPA.

The participation of NACP representatives highlighted the importance of cooperation between public institutions in fostering a culture of integrity within the maritime sector.

“Digitalisation is one of the most effective tools for combating corruption. You are already seeing the economic benefits of implementing such practices, and over time, this effect will be visible on a national scale. The National Agency, for its part, is developing advanced practices and mechanisms for preventing corruption risks in state enterprises, and we are ready to provide full methodological and coordination support to help USPA minimise corruption risks in its operations. Your experience is important to us, and we are ready to scale it further,” emphasised Serhii Hupiak, Deputy Head of the National Agency on Corruption Prevention.

USPA is implementing a comprehensive anti-corruption programme. The enterprise continues to improve its internal procedures, conduct staff training on financial control, compliance, and anti-corruption management.

In cooperation with the European Union Anti-Corruption Initiative (EUACI), USPA has introduced a risk management, monitoring, and procurement performance assessment system. Internal audits are also carried out in high-risk areas, procurement participants and partners are vetted, and an anonymous reporting mechanism for potential corruption cases is in place.Financial and anti-corruption reports, tariffs, and cooperation terms are regularly published on USPA’s official website, enhancing transparency and trust among businesses and the public.
