USPA Upgrades Its Fleet with Support from World Bank 

The SE “Ukrainian Sea Ports Authority”, within the framework of investment project “Repairing Essential Logistics Infrastructure Network Connectivity” (RELINC) supported by the International Bank for Reconstruction and Development (IBRD), is procuring a multifunctional vessel for its Izmail branch.

The vessel is scheduled for delivery in 2026. It will operate in the water area of the Izmail port, performing a wide range of functions — from pollution control and oil-water collection to emergency response, firefighting, and towing operations, including in icy conditions.

The procurement is driven by the need to modernise the technical fleet and align it with international standards of environmental and industrial safety. The existing vessels of the Izmail branch, built in the 1970s–1980s, no longer meet modern requirements and are unable to perform these functions effectively.

Acquiring the multifunctional vessel will generate a significant economic effect — reducing maintenance and repair costs, which currently account for around 30% of total expenses, and decreasing the number of obsolete vessels.

The procurement process is now at the stage of selecting a contractor, with bids submitted by both Ukrainian and international manufacturers.
