The Ukrainian Sea Ports Authority continues its work to strengthen transparency and efficiency in public procurement procedures. In cooperation with the European Union Anti-Corruption Initiative (EUACI), USPA has introduced a risk management, monitoring, and evaluation system for procurement processes.
The new system enables automated analysis of tenders using risk indicators, filters, and control parameters. This allows for the identification of potential violations at an early stage – before contracts are signed or problematic situations arise. Such an internal “X-ray” of procurement is another step towards preventing corruption risks, enhancing transparency, and ensuring efficient use of public funds.
“For USPA, transparency is not just a declaration but daily practice, which must be supported by effective tools. The procurement risk management system provides ability to detect weak points before they become problems. It also ensures responsible management of state resources, fair competition, and builds trust in the enterprise from businesses, civil society, and international partners,” noted at the enterprise.
Currently, all USPA procurement is conducted via the Prozorro electronic system in full compliance with legislation. The introduction of the risk management system will serve as an additional layer of oversight and monitoring.
The implementation of modern digital solutions is among USPA’s key priorities in developing its management system. Such initiatives are aimed at strengthening integrity, accountability, and fostering partnerships with businesses, government institutions, and the public.
