USPA Launches Maritime Single Window in Test Mode at Pivdennyi Port

The SE “Ukrainian Sea Ports Authority” has initiated a test launch of the maritime module of the DocPort system – an analogue of the Maritime Single Window (MSW) – at the Port of Pivdennyi.

The Maritime Single Window is a digital platform integrating all administrative procedures associated with vessel handling in ports. MSW allows submitting information only once, significantly reducing the time required for formalities and eliminating duplication of tasks. This considerably enhances procedural transparency, as all actions are automatically logged in the system, each step is easily traceable, and all participants have equal access to up-to-date information.

“The launch of the DocPort maritime module is one of USPA’s key KPIs. Currently, the first phase of the platform is undergoing testing at Pivdennyi port, with the ultimate goal being the creation of a comprehensive Maritime Single Window – a multi-module system implemented progressively. By the end of this summer, additional modules covering almost the entire range of administrative procedures in Ukrainian ports are planned for deployment. Our work proceeds in two parallel directions: on one hand, launching technical functionalities tailored to market demands; on the other, implementing mechanisms provided by European legislation and harmonising digital procedures with international standards,” noted Oleksandr Semyrga, Head of USPA.

Establishing a national Maritime Single Window is a direct requirement from the International Maritime Organization (IMO), which mandates that all port states provide a digital platform for exchanging vessel-call information starting from 2024.

Upon successful completion of the testing period at the Port of Pivdennyi, the system will be gradually scaled to cover all Ukrainian sea ports. Concurrently with testing the first functional block, integration with the information systems of Ukraine’s State Customs Service and State Border Guard Service will commence to ensure comprehensive interaction among all members of the port community.

Key advantages of implementing the Maritime Single Window include:

  • Increased efficiency of port operations – according to IMO estimates, the system reduces vessel delays at ports by 3–6 hours.
  • Digitalisation of documentation – full transition to electronic formats with automatic timestamping and logging of responsible persons.
  • Risk minimization – a significant reduction in errors, manipulation, and corruption.
  • Cost optimization – reduced logistics costs due to faster processing times and simplified procedures.
  • Fulfilment of conditions for full integration into European and global maritime logistics.
  • Synchronisation of state services.
  • Compliance with the mandatory IMO requirements on MSW implementation effective from 2024.
